Registration, Evaluation, Authorisation and Restriction of Chemicals
The REACH system is based on the principle of individual responsibility in industry. Within the scope of application and in accordance with the "no data, no market" principle, only chemical substances that have previously been registered may be placed on the market.
Every manufacturer or importer who wants to bring substances that fall within the scope of application of REACH onto the market must have its own registration number for these substances.
This particularly affects manufacturers, importers and traders in finished products.

Since 9 October 2008, contrary to plan, the ECHA has published a provisional list of pre-registered substances . This list can be downloaded and viewed on the ECHA website. (http://echa.europa.eu/chem_data/candidate_list_table_en.asp)
