Experts of TÜV Rheinland test the safety and quality of toys and other products with which children from 0 to 14 years old interact: bicycles, videogames, cuddly toys, baby prams, etc.

Products bearing the mark GS or PROOF ensure that toys comply with the safety and quality standards, which are so important for children in their first years of age.

Resolution SCT No. 163/2005 incorporates Resolution GMC No. 23/2004 on safety of toys to the Argentine legal system. Said Resolution sets forth the essential safety requirements and the warnings and instructions for use that toys must comply with in order to be commercialized.
All toys sold in Argentina, whether domestic or imported, must have a certificate issued by a national Certification Organization accredited before the OAA and recognized by the DNCI. Toy makes reference to any product used by children under 14 years old for game purposes.

Certification systems

Importers or manufacturers of the product can choose one of the following certification systems to certificate the toy:

  • System 4: Type Certification
  • System 5: Conformity Certification
  • System 7: Batch Certification

Certified products shall display a safety symbol allowing consumers to identify the system under which they have been certified.

Market control

Resolution Mercosur GMC No. 23/2004 requires that all toys certified under the conformity and type systems be subject to periodic surveillance controls by the certification organizations. Said controls are established according to the system under which the toy is certified and aim at verifying that products sold are identical to the previously certified products.

Exempted products

Certain products are not considered toys by the law; thus, they are exempted from the compulsory certification regime: Exempted Products.
