Steel for construction

Since 1998, Argentina has determined that all companies must certify products that can present potential risks for the consumer before they can be commercialized.

Within this scope, TÜV Rheinland Argentina has been accredited by the Argentine Accreditation Organization (OAA) and recognized by the Enforcement Authorities (National Directorate of Domestic Trade) to operate as Certification Organization in the certification of Steel for Construction.

Resolution SCIyM No. 404/1999 sets forth that, in order to be commercialized, all steel products used in concrete structures and in metallic and welded structures for construction shall have a certificate issued by an accredited and recognized certification organization.

Products included in Resolution No. 404/1999 are listed in its Annex I and in posterior Resolutions No. 924/1999 and 148/2001.

The certificate is a valid document issued by a third party accrediting product’s compliance with the essential safety requirements. In order to be issued, it is necessary to verify compliance through product testing and possible plant inspections.

According to the ISO/IEC 28 Guidelines (IRAM 354), there are currently two certification systems for the products covered by Resolution No. 404/1999: Certificate of Conformity and Batch Certification (this last regime has been adopted by Resolution SCDDC No. 148/1999).

Disposition SICyM No. 960/1999 sets forth the minimum standards for the product certification of conformity as required by section 2 of Resolution No. 404/1999, as well as the minimum frequency of audits to be carried out on the manufacturer’s quality system.

Certificate of Conformity

In order to obtain this certificate, it is necessary to perform product tests pursuant to the applicable standards and periodic inspections in the plant with the purpose of controlling the manufacturing process.
The validity of this certificate includes the serial manufacturing of the product.
It is identified on the product with the logo CS ("controlled safety") together with the certification organization’s logo (Resolution No. 197/2004).


Batch Certification

In order to obtain this certificate, it is only necessary to perform product tests pursuant to the applicable standard by choosing samples of a batch. The certificate only covers the certified batch.
This certification is identified on the product with the logo CS (“controlled safety”) together with the letter “L” and the batch number. The logo of the certification organization should not be displayed in the product.
