Electromagnetic compatibility and Telecommunications
The services rendered by TÜV Rheinland within the area of Electromagnetic compatibility and Telecommunications include all testing and certifications necessary to comply with the legislation in force.
Telecommunications
With the aim of meeting the demand for international certifications by local manufacturers, TÜV Rheinland has not only broadened the scope of its testing and certification services for telecommunication equipment, but it is also in contact with other Certification Organizations worldwide to offer its customers more efficient services. In this way, products are tested for Europe, Japan, Australia, Singapore, among others.
TÜV Rheinland also performs national certifications and pre-testing services for the majority of countries in the world.
Electromagnetic compatibility
Sometimes, electric and electronic devices and appliances can generate interference between them, thus preventing them from operating properly. For this reason, the different electromagnetic compatibility standards require emission and immunity levels to respect certain limits.
TÜV Rheinland can certify conformity with these standards, as it is authorized as notified organization in Europe and as certification body in the United States and other countries. Besides, it functions as a recognized laboratory performing the tests required at an international level. Each device can be tested in our own laboratories, whether they be electrical appliances, industrial machinery, medical devices or information technology equipment, as our company has Electromagnetic Compatibility laboratories in Asia, America and Europe, thus supporting manufacturers in the regulatory field for gaining access to the different markets.
Argentine laws establish that all products used in radio communication or telecommunication must be connected to the public telephone net, emit radiofrequency or be associated to communication, be homologated, coded or authorized, whatever corresponds, before being commercialized.
In this sense, the National Communications Commission (CNC, as per its Spanish acronym) is the official body responsible for authorizing the use or sale of telecommunication equipment and for registering all companies that will sell said products.
The CNC created a registry called RAMATEL (Registry of Telecommunication Activities and Materials), which comprises two sub-registries.
One of them is the companies’ sub-registry, including information on the domestic manufacturers or importers of telecommunication products, whereas the other is the equipment sub-registry, including information on said products, once the homologation, codification or authorization processes conclude.
TÜV Rheinland Argentina offers importers and manufacturers of telecommunication equipment to apply for homologation before the CNC. This includes furnishing the CNC with all necessary and applicable information for each particular case and applying for homologation on behalf of the designated importer by hiring the test laboratory, coordinating the delivery of samples, preparing the required technical folder and monitoring the procedure until obtaining the resolution with the corresponding registry number.
With the installation of the new laboratory, we have included the pre-testing services and, in the near future, we will render testing services as an accredited laboratory.
Different types of telecommunication equipment authorizations
There are three types of permits granted by the CNC:
- Homologation
Disposition issued by the CNC to a domestic manufacturer or importer registered under RAMATEL granting authorization to sell a certain product within the national jurisdiction after having complied with the standard requirements or testing protocols of the CNC applicable to the equipment. Equipment must be tested in a national laboratory accredited by the CNC.
- Codification
It is similar to the homologation process, but it is applicable to particular cases where there is no standard or testing protocol of the CNC.
- Authorization
Restricted use permit granted to the individual or company applying for authorization. In this case, no permit is granted for commercialization purposes. It is only used for direct import cases or manufacturing of equipment for their own use.
Legal framework
The registry numbers of homologation, codification or authorization granted by the CNC are nominative. This means that the domestic manufacturer or importer is responsible for the equipment marked with their registry numbers.
Homologation, codification and authorization processes must be performed by each importer. Even when two companies import the same product, they must furnish the CNC with their own samples for testing purposes, and each of them shall receive their own and independent registry numbers.
The sale of equipment not homologated or coded by the CNC implies a non-compliance with Resolution No. 729/80 by the Communications Secretariat. Law 24240 on Consumers’ Protection applies to those cases, as well as the penalties therein prescribed (fines, seizure, closing of the facilities, etc.).
Marking
CNC requires that all homologated / coded equipment be properly identified, pursuant to Resolution SC No. 729/80 and Resolution CNC No. 1371/02.
This means that all devices must have the following information printed in legible, visible and indelible way:
- Brand and model
- Registry number for homologation/codification/authorization
- Manufacturing number
Besides, it is advisable to also have the following information:
- Corporate name / name of the registry holder
Said mandatory information should allow the proper identification of each equipment by the user or buyer and by the corresponding control bodies (CNC, Customs, etc.).
