Climate Change

Presently, climate change is a fact: extreme climate conditions – especially rain and storms – cause destruction and catastrophes around the world. The effects of these disasters are translated into significant human and material loss.

In search of solutions to these unfortunate events, international level strategies have been set up for the reduction of Greenhouse Gases (GHG, specially CO2). Early 2005, the European Union (EU) set up a plan for GHG emissions trading. Globally, the trade of emissions is based, among others, on the Kyoto Protocol (valid February 16, 2005), through the so-called flexible instruments based on Clean Development Mechanisms (CDM) projects and Joint Implementation. This strategy is aimed at reducing GHG emissions of industrialized countries at least 5% compared to 1990 levels.

The TÜV Rheinland Group offers its independent third party services for all types of Climate Change projects and/or GHG inventories.

Authorized Verifiers within the TÜV Rheinland Group control annual emission reports of operators in facilities covered by the European Emission Trading Directive. Its expert opinion is the basis for the annual issuance of EU permits.  

TÜV Industrie Service GmbH, member of the TÜV Rheinland Group, is a Designated Operational Entity (DOE) for the independent third party assessment of CDM projects under the UNFCCC plan

Clean Development Mechanism

Industrialized countries can usually meet their obligations based on the Kyoto Protocol to reduce GHG, both locally and in other industrialized countries (with CI projects) or developing countries (with CDM projects). The instrument to be applied in developing countries is a Clean Developed Mechanism (CDM).

Authorizations arising from CDM projects have been generated since the year 2000. Authorized independent third parties are named as Designated Operational Entities (DOE) and must investigate these projects, validating, for instance, project design documents (PDD), or periodically verifying the reduction of emissions. Verification opinion is the basis for the issuance of authorizations, called Certified Emission Reductions (CERs).

TÜV Rheinland Group’s Services

In this framework, the TÜV Rheinland Group provides Validation and Registration service of CDM Projects, including:

- Posting of the proposed CDM project on TÜV Industrie Service GmbH TÜV Rheinland Group’s web site for public commentary.

- Analysis and evaluation of data provided on the proposed CDM project

- Request of CDM project Registration before the Executive Board.

Verification and Certification:

- Review of control results and data gathering Systems linked to the emissions reductions of the project

- Review of practices established and accuracy of gathered data, including control team

- Review of management system supporting reported emission reductions of the project.
